Apparently, the waxy inner membrane of peppers is just fiber, not flavor - in the case of hot peppers the membrane (along with the seeds and structure under the stem) also holds a lot of the heat! So, generally, remove the waxy membrane together with the ribs, in one motion, like skinning a fish, for bell peppers. If you remove it from hot peppers, you will get a fruitier rather than a hot flavor.
